CEI, INC.

A Different Kind of Builder

Our mission to Build for Human Wellbeing drives
how we think, how we lead, and how we serve.

Our Story

who we are

CEI, Inc. was founded on a simple but powerful belief: construction should serve people first. For ten years and growing, we have proudly served healthcare and commercial clients throughout South Florida, specializing in complex, high-performance environments. As a small, woman-owned general contractor and Builders with Purpose, we are committed to Building for Human Wellbeing.

Led by Founder and CEO Mouji Linarez, CEI believes construction should improve lives and create better futures. Through the thoughtful construction of spaces where care is delivered and business is conducted, we create opportunities for growth that strengthen the people and communities those spaces serve. Whether supporting healthcare facilities through full-service general contracting or partnering alongside leading GCs as a trusted subcontractor, we act as true extensions of our clients’ teams—building trust, strengthening partnerships, and delivering with consistency and care.

From preconstruction through closeout, our work is intentional and disciplined. We begin with a deep understanding of contract documents and thoughtful planning that drives accurate estimating, cost-effective solutions, and predictable outcomes without compromising quality or schedule. Guided by a Master Builder philosophy, we bring together technical expertise, practical field knowledge, and collaborative leadership to understand the project as a whole—connecting design intent, constructability, budget, schedule, and execution. Our self-perform capabilities keep projects moving, strengthen trade coordination, and maintain direct control over quality and safety—supported by working superintendents and a leadership team bringing 150 years of combined construction management experience. Small but mighty, hands-on, and deeply invested—CEI delivers the trust, performance, and lasting value our clients and partners depend on.
